I.  Basic Information

Recently I heard a strange criticism of the Russian side of the Ukraine-Russia War on the putatively Conservative radio by yet another Expert and Authority.  I believe that he said Russia does not allow conscriptable young men to leave the country and, thereby, escape the draft.  It made me yell at the radio for a minute or two for two reasons: a little one that is speculative and, on the other side, a large one that is 100% factual.

The little reason is that I have encountered the unverified information that the Russian army in this war does not include conscripts unless they volunteer to go.  A search of AI reveals the ambiguity as follows.  By Russian law, conscripts may not be sent into battle; however, since everything that Russia does is heavily disputed by the western Legacy Media and bureaucracies, there is the very plausible information that, when Ukraine invaded Russian territory, some conscripts were involved in the fighting.

(After WWII, in the wars that France fought in Algeria and Southeast Asia, the French Foreign Legion did NOT include conscripts although conscription still existed.)  Historically, it is not that unique a government policy although I have only encountered such information about post-Communist contemporary Russia.  (Given the large number of soldiers involved in the war, it would be statistically impossible for there not to be anecdotal cases of such trickery by Russian recruiters and officers.)

Rational people judge reality exclusively from general patterns since there are always anecdotal exceptions to general patterns in reality.  Emotionally motivated liars seek out anecdotal exceptions to general patterns so that they may dramatize with emotional appeals and endlessly repeat those dramatizations to fool the Naïve, the Gullible, the Weak-Willed and the Stupid.  In this world, I would stake my life on the principle that rational people are outnumbered by at least 10-1 by the emotional and the dishonest.

The far Larger Reason that I yelled at the radio is the nearly 5-year pattern of 99.44% cover-up of how the Ukrainian army actually is recruited and run by the Kleptocratic government.

A little over a year ago (August 15, 2025) on this website in an essay titled:  “The Patriotically (Un)Popular Ukraine War???” I wrote quite a lot about how criminally  corruptly the Ukrainian Kleptocratic police state government recruits and runs its military.  Read it if you are truly interested in the Truth, the Whole Truth and Nothing but the Truth rather than memorizing simplistic Fraudulent ‘Talking Points’ to sound smart and avoid all negative social consequences.

It has lots of interesting information including, at the beginning, Gallup Poll data of how quickly the public turned against the continuation of the Insanity even though the Legacy Media (in cooperation with the public relations firms running Ukrainian phony ‘war news’) has almost perfectly hid the Gallup Poll data from the world’s general public.

II.  Largest Anomaly in Military Manpower History

As the essay states, there have been two separate Conscription Laws in Ukraine: each of which is totally unprecedented in European history – not very different from each other.

Initially all men could be drafted unless they were YOUNGER than 27.  Two or three years later, with apparently great internal political strife, that age cutoff was lowered two years to 25.

Please think about how BIZARRE that exception is.  (Thousands of elderly men have been conscripted, some of whom have died, some of whom have been maimed and some of whom were lucky enough to become POWs.)

Conscript armies in ongoing warfare are usually made up of 18-26 year-olds, when great manpower needs are required.

In WWII, the first US draft was after Pearl Harbor wherein the maximum age was 26 or 28 years.  (I think initially 21 was the minimum age.)  By later stages, with much greater manpower needs, 35 became the maximum age.

In the 20^th Century, 18- to 21-year-olds were the typical conscript age for reserve army status with a 6-year liability for active military duty in virtually all modern armies.

Never in the world’s history had young men into their middle-20s ever been granted the special exemption.  The anomaly is totally incomprehensible with one plausible yet evilly cynical possible motivation as stated in the essay of 2025.

I speculated that such a procedure would, over the years, completely change the future male voter base of the country.

In 1991, Ukraine became internally independent and was flooded with George Soros and associated western NGO millions and influence to completely change the previously Communist and Bureaucratic Institutional control over personal liberty with a new kind of setup.

In 1993, Ukraine became completely independent and, just as in Russia and elsewhere in the former USSR, western ‘Carpet Baggers’ only some of which were in the Investment Banking and ‘Capital’ Industry exploited the rich assets of the area.

As of 2022, a Ukrainian citizen would have to be 31 or older to have actually lived (even in infancy) under Communist Bureaucratic control.  Parents who had lived under Communism would be over 50 today.  Parents who lived under Communism could actually educate their children as to what life is like under Total Governmental Bureaucratic Control (over individual liberty) by Experts and Authorities.

[In the last two years of the Reagan Administration, President Reagan signed a bill that gave legal status to non-citizens who had proven that they assimilated as individuals.  It also included a requirement that illegal migrants would no longer be welcome without proper vetting.  George H. W. Bush began the flood of cheap labor with illegal migrants to lessen the opportunities of Middle-Class American Citizens.  In 1992, Ross Perot ran for president to stop that change to America.  Eight years of Bill Clinton simply continued the process.  Eight years of George W. Bush continued the process more.  Eight years of Barak Obama enhanced the number of unassimilatable migrants with his 2011 Arab Spring Hoax, creating massive numbers of Left-Wing Lawyer-run groups, facilitating the eternal claim of ‘you have to accept me because, if I have to go home, I will be persecuted.’  POTUS 45 struggled with minimal success to close the border.  Four years of Autopen Biden turned the flood that Trump’s predecessors caused into a massive subsidized tsunami.]

In the 1980s, common people in the USSR, if not socially connected to the Ruling Class Bureaucracy, had become so cynical about the Socialist System that they shared a widely repeated joke about the stupidity of the ideology which only destroys wealth rather than creating it.

They would say: “After 60 years, they still call it SCIENTIFIC SOCIALISM.  How could it possibly be SCIENTIFIC if they never even tested it on Rats!”

It seems to me the term ‘Bureaucracy’ became more than just a synonym, but rather an identical phenomenon, to the word ‘Communism.’

There is a contemporary self-respecting Polish legislator telling off a BBC snot-ball that Poland does not have terrorism.  Poland does not allow the EU COMMUNISTS (meaning Bureaucrats) to force Poland to accept Muslim migrants.  The relatively new and very superior overnight WABC radio host, Walter Sterling, has several times played that long overdue self-respecting resistance to Bureaucracy.  (And Walter Sterling may be the very last media broadcaster that I can actually enjoy listening to.  I hope that this compliment does not damage his career.)
